Recycling fee. What awaits us?

Until the moment when the federal law on amendments to the federal law "on production and consumption waste" and Article 51 of the budget Code of the Russian Federation of 28.07.2012 comes into force, there are several days left, but many sellers of motor vehicles still differ in opinions about the price increase. Some predict an increase in prices from 200 to 600 thousand rubles per unit and recommend buying equipment before September 1.  Others are sure that nothing terrible will happen in connection with the introduction of this law.  

Nevertheless, paragraph 1 of Article 24 "recycling fee" states that for each wheeled vehicle imported into the Russian Federation or manufactured, manufactured in the Russian Federation, a recycling fee is paid in order to ensure environmental safety, with the exception of vehicles:

* which are imported into the Russian Federation as personal property by individuals who are participants in the state program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, or recognized in accordance with the established procedure as refugees or internally displaced persons;

* which are imported into the Russian Federation and belong to diplomatic missions or consular institutions, international organizations enjoying privileges and immunities in accordance with generally recognized principles and norms of international law, as well as employees of such missions, institutions, organizations and members of their families;

* from the year of production of which thirty or more years have passed, which are not intended for commercial transportation of passengers and cargo, have an original engine, body and (if any) frame, preserved or restored to their original condition, the types and categories of which are determined by the Government of the Russian Federation;

* which are produced, manufactured by organizations that have assumed (in accordance with the procedure and under the conditions determined by the Government of the Russian Federation) the obligation to ensure the subsequent safe handling of waste generated as a result of the loss of their consumer properties by these vehicles;

* which are imported into the Russian Federation from the territories of the member states of the customs union within the framework of the EurAsEC and have the status of goods of the customs union. The recycling fee in respect of the vehicles provided for in this paragraph shall not be paid subject to the conditions determined by the Government of the Russian Federation.;

* which are specified in Part 1 of Article 12.2 of Federal Law No. 16-FZ of January 10, 2006 "on the Special Economic Zone in the Kaliningrad region and on amendments to certain legislative acts of the Russian Federation" and placed under the customs procedure of the free customs zone until April 1, 2016.

But from this law, an ordinary person still does not understand anything, who exactly and how much should pay. While there was a little excitement, and the MAZ automobile plant for some models has already raised prices by 30-40 thousand rubles. The selling prices of the Kamaz plant have not yet changed. What will happen after September 1 - time will tell.
